The article continues polemics about the mission and purpose of the Shanghai Cooperation Organization its role and place in the system of international relations. The authors offer their own vision of the problem, make suggestions concerning further improvement of Organization.

V. Kuzminkov. Russia — Japan: the Asymmetry of Interests

The article analyzes the prospects for the development of relations between Russia and Japan in the context of the activation of Japanese diplomacy in the Russian direction. In May of 2016 Prime Minister Abe proposed an eight point cooperation programme. More than a hundred of economic agreements were signed within the framework of it, but most of them have not yet been implemented. The author explores the reasons of slippage in the development of bilateral relations.

E. Narkhova. Modern Approaches of Vietnam to Dispute Resolution in the South China Sea

The article is devoted to the analysis of the current approaches and practise that are employed in a foreign policy of the Socialist Republic of Vietnam which is one of the most active participants in the South China Sea (SCS) territorial disputes. Being confident in the inviolability of its own rights for the part of SCS areas, archipelagos and islands Hanoi is searching for diplomatic, political and military instruments to face its key antagonist in SCS — the Peoples’ Republic of China. At the same time Vietnam tries not to damage relations with China that is its crucial economic and trade partner.

L. Vardomsky. Trade Relations with the PRC and Economic Development of Russian Regions

The dynamic development of Russian-Chinese trade ties is based on a small number of Russian regions. The concentration of trade turnover reflects China’s priorities among them. On the top is a group of regions located in the East of Russia — suppliers of fuel and raw materials — and regions in its European part, characterized by a large consumer capacity. Generally, remote but consumer capacious European regions led by Moscow are dominanted in both imports and exports. But the situation can be changed by activation of China’s investment activities in Russia, as well as by implementation of a number of major transport projects and development of logistics providing mutual trade ties.

A. Afonasieva. The Development and the Role of Innovative Business of Returned Specialists (Haigui) in Beijing

The article discusses the main city-level, district-level, university-level and h-tech park-level measures taken by Beijing government for return of talented Chinese professionals from overseas. It analyses some startups and top-companies of returned specialists, quantifies the place of returnee’s companies in the innovative development of Beijing.

R. Varfalovskaya. Development of China’s Foreign Trade in the Context of Globalization and “Trade Wars” of the USA

According to the China’s customs statistics, PRC foreign trade increased in 2010–2017 by 1.4 times (from 2974 billion to 4105 billion dollars). The countries located along the Silk Road Economic Belt and Maritime Silk Road of the XXI Century now account for more than ¼ of China’s foreign trade turnover. This means that despite the US sanctions China has prospects for expanding and deepeningtrade and economic ties on all countries.

Wei Liyan, Liu Yaping. Xiamen Special Economic Zone: Successes, Lessons, Forecasts

The Xiamen SEZ, which has been playing the role of China’s “window” to the outside world for 37 years, an “experimental field” of reforms and openness, has made a significant contribution to economic restructuring and socialist modernization of the country. Xiamen’s practical activities deserve generalization and consistent, in-depth study. Based on the facts presented in the article and their analysis, the authors attempt to assess the future development of the Xiamen SEZ.

P. Balykin. Problems of Fishery Zoning in the Pacific and Arctic Oceans

The article notes the importance of the supply of seafood for country’s food security, and serious backlog of the industry by comparison with the last decades of the XX Century. This is largely due to miscalculations in the current scheme of fishery zoning. The article proposes to update fishery zoning with the use of modern methods of marine spatial planning. The problems of international rivalry and interaction in this field are also discussed.

O. Borokh. Dong Shijin on the Problems of Agricultural Economics in Republican China

The process of formation of agricultural economics in China in the first half of the XX Century is analyzed on the example of the academic legacy of Dong Shijin who emphasized the comparative advantages of the agricultural development model. An attempt to build an “ideal large agricultural State of East Asia” was combined with the idea of bringing Chinese agriculture into profitable production and transforming farmers into entrepreneurs. Dong Shijin’s approaches to the role of education in changing the way of life in Chinese countryside and his views on the problems of employment of rural population and land reform are analyzed.

M. Mikhalev. Russia-China Transborder Area: Ethno-Social Aspects

The paper attempts to comprehend the Russia-China transborder area as a separate entity with its own characteristics. It defines it as a sequence of buffer zones that have either been created along the separation line by one of the States on purpose or came into being beyond their will as the result of activities of the borderland population. They can’t be called no-man’s lands, as they are still populated by the indigenous peoples, who fill them in with cultural and social meanings and work as mediators between two Eurasia’s superpowers safeguarding their peaceful coexistence.

V. Morozova, K. Dubrovskaya. Transformation of Russia-China Sociocultural Spaces in the Conditions of Borderland: Modern Realities, Trends, Prospects

The article analyzes the process of Russia-China borderland sociocultural spaces transformation on the example of regional pair: Trans-Baikal region (Russia) and North-East of China (Dongbei). The authors describe their functioning in three dimensions — local, national and other-cultural. In this context, it seems relevant to appeal to the special practice of developing border areas, which are today not only outposts, but also can be viewed as a place for active interaction between countries, cultures, and civilizations. They draw a conclusion about one-sided vector in the path of the cultural elements dissemination, that dictates the necessity to find incentives to further qualitative development of interregional cooperation between Russia and China, determining the place of border regions cultural policy in the overall strategy for the development of national culture.

A. Lomanov. American Humanism in the Context of Chinese Conservatism of the 1920s

The article is focused in the influences of the ideas of the new humanism by Irving Babbitt on the formation of Chinese cultural conservatism. Babbitt considered the humanistic teachings of Confucius and Aristotle as equally important components of world culture. He called for caution in the process of modernization of China in order to prevent the destruction of moral foundations of the Chinese tradition. Chinese students transformed these ideas into arguments in controversy with the New Culture Movement. The experience of the assimilation of the ideology of the new humanism by the followers of the Xueheng group refutes the thesis about the insulation of Chinese conservatism from external influences.

A. Sidorenko. The Conceptions of the Chinese New Historical Fiction

The article deals with the conceptions of “new historical fiction” put forward by the leading Chinese, Russian and Western researchers. A comparative analysis of the main traits defined by the scholars is presented. The conducted research shows that the “new historical fiction” is a direct projection of the post-socialist cultural dynamics on the contemporary Chinese literary scene.

V. Sharonova. Russian Temple on the Yangtze River (continued)

The article deals with the history of Orthodoxy in China. An important role in the construction of churches was played by Russian merchants, who considered it their duty to strengthen the faith among the Russian population living far from home. One of the important points of the Russian-Chinese tea trade since the middle of the XIX century was the city of Hankou (now part of Wuhan). Here, in 1884, at the expense of Russian merchants, an Orthodox Church was built in the name of St. Alexander Nevsky.
