The article deals with interests of BRICS countries in East Asia individually and collectively. The author analyzes differences in their aspirations as individual subjects of international relations and in the context of the interests of BRICS as a coherent international association.

Xing Yuanyuan. On Some Aspects of Japan-China Relations and Their Development Prospect

The article analyzes the reasons for deterioration of Sino-Japanese relations in the last decade. According to the author, the main one was the psychological unwillingness of Japan to accommodate with the rapid rise of China that produced stable and negative perception of Beijing as a rival for leadership in Asia. The author proposes to approach bilateral relations “from a strategic perspective” for the sake of their stability, suggests to make mutual concessions and to work in order to establish crisis management mechanisms to prevent the dangerous escalation of conflicts in different spheres.

A. Vdovin. Funding of the Development Banks in China and Japan: Useful Experience for Russia

In this article author analyses the structure and instruments of funding used by the Chinese and Japanese development banks. It’s shown that development banks of both Asian countries use similar funding models, which have a number of common features. Most important of these features is the usage of the middle-term local currency bonds as a major funding instrument, the role of foreign sources of funding as well as the role of the direct government financing are minor. The analysis of the “Asian” funding model showed that its implication brings a number of advantages both for the development banks and for the State.

Based on the comparison of funding models of the Asian Development Banks and Russian VEB, the author proposes a number of ways to improve the funding of the Russian bank.

The slowdown in economic growth has set to China tasks on complex technical and technological modernization of production, including the introduction of automation systems and industrial robots. The article attempts to analyze the prospects and effectiveness of current policy and its long-term consequences, including socio-economic changes based on the breakthrough potential of robotics.

The article analyses the policy of inflation control in the conditions of formation and development of modern market economy in the Republic of Korea. The characteristics of the experience of inflation targeting, evaluation of the likelihood of deflation in the South Korean economy are given.

The present study aims to describe the actual aspects of Korean chaebol’s transformation process into holding companies. That base will enable in future to guarantee a clear and comprehensive set of rules of government regulation and effective control over the Korean holding companies.

E. Kranina. The 13th Five-Year Plan of China: Turning to a “Green Economy”

China has embarked on fundamental solution to environmental problems with an emphasis on ensuring a balance between economic development and environmental protection, on the reform of legal system in the field of ecology, introduction of “green” technologies in a massive transfer of industry from eastern to western areas of the country, combined with concern about the environment of the host areas.

N. Anisimtsev. Trademark Law in China and the Regulatory Role of the State

The article presents main historical stages of trademark laws development in China, as one of the most important areas of intellectual property protection. The author comes to the conclusion that the actual implementation of exclusive rights of trademarks inevitably needs a significant state interference and regulatory role in economic field.

V. Nelidov. Military Policy of Japan at the Present Stage: Motivation, Challenges, Perspectives

The article analyzes the motivation and goals of Japan's present military policy, as well as practical measures taken by the country's leadership to achieve these goals. It is emphasized that at the regional level the military policy of Japan aims at responding to the challenges emanating from the DPRK and China. The author suggests that Japan will continue the gradual shift from post-war pacifism, building the capacity of Self-Defense Forces with the support from the United States.

A. Lomanov. Zhang Weici’s Publications about Russian Policy during “New Culture Movement”

Upon the example of views of Chinese politologist Zhang Weici (1890–1976) the evolution of attitude to Russia among the representatives of pro-Western group in the New Culture Movement is analyzed. Zhang Weici’s interpretation of Soviet legislation in 1919 is studied on the basis of original sources. His support to political experimenting for the sake of achieving social justice is revealed. Scholar’s position during the 1925 discussion about Russia that was based on interpreting the New Economic Policy as the evidence of failure of communist experiment is brought to light. Zhang Weici’s greater attention to the role of middle class as the source of social stability is underlined.

N. Mamaeva. The Soviet Union in the Policy of Sun Yat-sen (Some Aspects)

The article presents a historical analysis of the first stage of Russian-Chinese rapprochement during the rise of the national-democratic movement in the 1920th and the Soviet influence on the political process in China. It shows the friendly stance to the Soviet Union of Sun Yat-sen, leader of Kuomintang, a revolutionary Democrat and a political figure. This stance remained a stable factor in his political views.

E. Shiryaeva. Japanese Prisoners of War in NKVD Camp No. 48

The article is devoted to the prisoners of war from Japanese Kwantung army in Soviet captivity. Based of eyewitness testimony it presents the everyday life of Japanese POW in camp No. 48, describes the camp complex, its history and modern look. The author tells about the fate of some Japanese POW and repatriation to their homeland.

M. Soloshcheva. On the Role of Panchen Lama Institution in Internal Politics of the Qing Empire

The article examines the role of the Panchen Lama institution in the internal policy of the Qing Empire (1644–1912). Manchu rulers expressed equal respect to the authority of both Dalai Lama and Panchen Lama throughout the period of their reign. The reason for that was considerable religious and even political influence of the Lamas on the vast territories, where Tibetan Buddhism was spread. Stable affirmative relationship with Buddhist hierarchs allowed the Qing court to rely on them when conducting its policies in this significant geocultural area.

A. Ipatova. Cao Jinghua: Translator, Writer, Educator and Public Figure. To the 120th Anniversary (1897–1987)

“A teacher of the whole generation” — such is the high assessment given in the PRC to the contribution, made by Cao Jinghua — one of the first translators and promoters of the Russian classical and Soviet literature — to the idea-based upbringing education of the Chinese youth in the years of revolutions, wars and construction of the new China. Our country acknowledged Cao Jinghua’s activities by the high government award — International Friendship decoration and the title of the Honorary Doctor of the Leningrad State University. The article is based on the archive documents of the All-Union Association of Cultural Ties with Abroad and the author’s personal memories.

E. Senina. The Image of Russia and Russians in the “Travel Notes about New Russia” by Qu Qiubo

The article analyzes the image of Russia and Russians in one of the first new works of Chinese literature about Russia. Great attention is paid to the consideration of Chinese socio-cultural stereotypes and attitudes towards Russians and their basic national psychological characteristics.
