Summary

V. Petrovsky. Russia and the Asia-Pacific Economic Integration. In Search of “Entry Points”

The article is devoted to the future of the Asia-Pacific free trade zone, as well as the Comprehensive Regional Economic Partnership and the Trans-Pacific Partnership. The Russian participation in negotiations on creation free trade zones and integration projects in the Asia Pacific region is determined by long-term geo-economic and geopolitical interests of the RF. The latter can be evaluated as the most relevant. This is important not only for Russia's participation in the Asia-Pacific economic integration, but also for the development of the Eurasian integration in the framework of the Eurasian Economic Union.

S. Uyanayev. “Russia-India-China” Trilateral Cooperation: a Decade after Vladivostok Meeting

The article is focused on the current stage of developments within the “Russia-India-China” trilateral cooperation format (RIC), which are examined in the context of the results of the 14th annual conference of political scientists of the three countries held last June in Beijing. The main aim of these deliberations is to make a thorough analyses of the possibilities to promote further cooperation among the three largest States in Eurasia. According to the discussions held, the RIC format still preserves its vitality as an important factor for building multipolar world order, as the effective mechanism for trilateral interaction on global and regional peace issues. The author analyzes the current bilateral relations between Russia, India and China, considering them to be the base of the RIC format, to serve an incentive role for working out some trilateral projects, including those in a sphere of economy.

V. Balakin. East-Asian Regionalism: Political Motivation of Integration Participants

East Asian States absolutely exclude poly-ethical integration in the region. But if its development go in the frame of cultural and economic paradigm, one can't exclude varieties of integrating Confucian and business influence from the Chinese side toward that process, resulting in rise of such a unique phenomena named "new East Asian regionalism" based on the growing Chinese influence toward systemmaking branches of regional economy.

S. Tsyplakov. Devaluation of Yuan: Causes and Consequences

The paper describes internal and external causes which led to yuan devaluation in August 2015, including deceleration of economic growth, slow progress on the path of reforms, problems with further internationalization of national currency.

L. Novosyolova. Tax Reform in China

The article explores in detail current state of the tax system in China, its special features, limitations and level of efficiency. Taking into account the slow-down of economic growth in China and exacerbation of a number of financial problems, the author analyzes main directions of the tax reform, including VAT expansion, increasing role of direct taxes, as well as environmental taxation and taxation of natural resources.

The article analyses investment activity of Heilongjiang province’s companies in Russia during the last decade. Comparative case study reveals the ambiguity of effects of government support for outward investment in China.

A. Koutsov, E. Koutsova. Problems of Exploration and Production of Hydrocarbons in ASEAN Countries

The article considers the problem of hydrocarbon energy as an important component of economic cooperation in the region of Southeast Asia. It also points out that certain countries in the region face the challenge of preventing decrease in oil and gas production because of growing demand for hydrocarbons. This is partly achieved through the introduction of new equipment. However, the success of the regional energy industry mostly depends on the development of the offshore areas of the South China Sea.

I. Chubarov. “New-Type Urbanization” as New Stage of China’s Urban Development

China’s urbanization strategy in last 30 years got remarkable achievements in both qualitative and quantitative dimensions. To fortify it, Chinese government designed and started to implement large-scale “National New-Type Urbanization Plan (2014–2020)”, which is supposed to effectively balance development of urban areas with pace of social and economic reforms in general. This paper focuses on revealing modern tendencies inside Chinese urban system and discusses main measures and targets of the governmental plan.

N. Prokhorova. PRC’ Policy on Restructuring of the Natural Distribution of Inland Water Resources

The reasons for diminishing water volume in the China’s rivers are discussed. Strategies to overcome the current crisis and the PRC policies on restructuring of the spatial distribution of water resources are analyzed. The conception to combine water systems of lakes, rivers, reservoirs and canals is outlined.

E. Nazemtseva. The Legal Status of the Russian Military Emigration in Soviet-Chinese Relations in 1929–1931

The article is devoted to the problem of legal status of the Russian military emigration and the activity of its representatives on breaking off Soviet-Chinese attempts to stabilize situation in Manchuria. The main attention is paid to policy of Chinese administration upon the Russian military emigration and to defining of influence of the problem of citizenship on Soviet-Chinese foreign relations in 1929–1931.

Shen Zhihua, A. Tagirova. On the 88th Brigade and the Sino-Soviet-Korean Triangular Relationship: A Glimpse of the International Antifascist United Front during the War of Resistance against Japan

The Anti-Japanese United Army, originally led by CPC, retreated to the Soviet Union during the second stage of the war of resistance due to deteriorating situation and losing contacts with the CPC Central Committee and communist organizations in Northeast China. Once in the USSR, it was put under Soviet command. Thus the 88th Brigade (the Anti-Japanese United Army Training Brigade) was established as the special force of the Soviet Far Eastern Command. After the Soviet Union declared war on Japan, Stalin dissolved the 88th Brigade. Later, when Kim Il-sung returned to Korea with some Korean guerrillas, divorcing organizational relations with the CPC, he formed a force which the Soviet Occupation Authority had relied upon. The history of the 88th Brigade reflected an important aspect of antifascist alliance in the Far East during World War II and manifested delicate triangular relations among China, the Soviet Union and Korea.

A. Krushinsky, A. Lomanov, L. Perelomov. “Chinese Dream” in the Context of Traditional Chinese Thought’ Categories

The article discusses the philosophical background of the tendency to expand the presence of traditional Chinese culture in the political ideology of China. Analysis of the use of quotations from classical texts in speeches of Xi Jinping reveals direction of fusion of classical culture and modern politics. It also helps to find examples of the hidden presence of traditionally Chinese-style of thinking in the Chinese political discourse. In particular, to demonstrate the internal unity of numerous Confucian cliches, now included in the «Chinese Dream» and based on ancient images of “the Canon of Changes”.

A. Titov. Yang Zhu, His Philosophy of Life and Eudemonism

The article discusses the provisions of the teachings of ancient Chinese philosopher Yang Zhu (440–360 BC) about life and happiness. The author analyzed the terminology related to the topic, considered the thinker’s arguments, which demonstrated the importance of these provisions for his philosophy. Special attention is paid to the identification of systemic views of Yang Zhu, soundness of his ideas on linguistic and metaphysical levels.

O. Borokh. Economic Views of Yu Guangyuan and Reforms in China

The article analyzes economic ideas of Yu Guangyuan (1915–2013). Research is focused on scientist’s contribution to studies of the political economy of socialism, including distribution according to labor, ownership structure, relationship between planning and market. Special attention is given to the role of Yu Guangyuan in advancement of reforms in China.

Bao Ou. Yu Guangyuan and Chinese School of Dialectics of Nature

The article studies Yu Guangyuan’s influence upon the formation of Chinese Marxist school of philosophy for science and technology (“dialectics of nature”). His contribution to founding of research institutions, scholarly journals and education system, translation of academic works and Marxist classics is revealed. Yu Guangyuan’s interpretation of specifics of Chinese school of dialectics of nature, his ideas of “artificial nature” and “social nature”are analyzed.
